Idaho Governor Cuts Revenue Projection by $50 Million

Idaho Governor Butch Otter’s office will announce today a revised revenue projection that is $50 million less for 2008 and $70 million for 2009 than originally stated, making it unlikely that major budget items—particularly his plan for 5% pay increases (change in employee compensation) for state employees and teachers—will be able to be funded.
“It does not appear that a 5% CEC is possible,” said Division Administrator Cathy Holland-Smith.
Other changes to the Governor’s recommended budget are likely. “You cannot make the current governor’s recommendations spending levels fit with that forecast,” Holland-Smith said. “It is not possible.”
However, Otter is not planning to release a completely revised budget.
The CEC committee will meet Friday morning to determine what to do. The Joint Finance-Appropriations Committee is putting off its schedule for a day and will resume on Monday with germane committee hearings, followed by the beginning of the budget setting process.
JFAC may end up being even more conservative than that, said co-chair Senator Dean Cameron, R-Rupert.
