The crux of the matter is, as Bill writes,
"The Montana Alcoholic Beverage Code (MRBC) does not allow or disallow filling growlers, and the DOR took the official position that since the law doesn’t specifically allow it, it is disallowed."
Da, Comrade, that iss vay iss done in Sovietski Unionski. Permit for effrythink or Gulag for you!
I agree with you on this one, Bill, but I want to point out that I'm left wondering about your willingness to Sovietize so many other things (the Monument, for one; guns for another) but you are a-raging upon the bulwarks for Beer to the People.

If the law doesn't specifically allow it, it is illegal. If we apply that logic to all areas of our lives, I would guess most of us are breaking the law several times an hour. Talk about big brother. DOR has been running amuck for years and under Director Bucks it has risen to a new level. Control, control, control. The question is, how much will the general public put up with before they take action. Perhaps this could be a new cause for the Tea Party.

What a minute! Is it true that it is LEGAL for an all-beverage licensed establishment to put a drink in a to-go container...let's say Jack and Coke...knowing the customer is going to leave the premises with it?

I wonder what would happen to the tax laws (and all of us citizens) if the IRS took that approach?! Think about haow many of your itemized deductions are specifically named for a business. Or what about home office or "other miscellaneous deductions"?
