Borderlands: Cuffs (15 of 16)
I made the cuffs image at the end of a high-speed chase through the streets of Douglas. Not much had been going on, as the crossing traffic in the area has been on a sharp and steady decline since 2000. The Douglas station is down to only 65 captures every 24 hours now, more than a 55 percent decrease since this time last year. Suddenly I found myself in a scene that could have come straight from an episode of COPS. The three border crossers in the vehicle were at first cuffed and asked to sit on the curb while the vehicle was searched and the plates run through a records search. This is the moment that I made the image. The driver was a naturalized citizen and would face formal deportation from the U.S. (after serving jail time if found guilty). Later the three crossers would be uncuffed while they watched the activity, just as I did.
