Commissioner Sends Racist Email Using Official Account

Canyon County Commissioner Steve Rule used his government email account to distribute an email on Dec. 2 comparing Michelle Obama to a poisonous black widow spider.
NewWest.Net/Boise obtained a paper copy of the email and has confirmed it was sent electronically. According to its header, Rule received the email as a forward, then used his official county email address to forward it to 26 people, including many at their Canyon County government email accounts.
The email has two photographs: one of a black widow spider, and one of Michelle Obama holding her older daughter’s hand, taken on Nov. 4 at President-elect Obama’s acceptance speech in Chicago.
Mrs. Obama’s dress has a distinctive red pattern on its front. The spider’s red mark resembles that pattern.
The email reads (emphasis, punctuation and capitalization reproduced exactly):

This spider, one of only a few poisonous spiders in the USA, can be found all over the states of Missouri, Arkansas, Kentucky, and Tennessee.
The spider release a neurotoxin into the victim that, if not treated, can cause death!The Black widow hooks-up with the male then sucks the very life out of him after mating!
She’s very easy to spot…

While it’s true that Mrs. Obama’s election night dress has been widely discussed on the internet, many writers comparing its markings to a black widow spider, most of it is about the fashion impact of the dress and its comparative beauty or ugliness. There is also discussion from the racist conspiracy theory nutjobs, some of it frightening.
Mrs. Obama’s dress looked like it had fireworks on it to me, but I also thought it was hideous, and still do. The rest of the designer’s collection isn’t on my Glamour “do” list either.
But none of that matters. It’s just a dress.
Mr. Rule’s email, however, isn’t just an email.
There’s no getting away from the impact of language and symbolism to transmit culture, and the email transmits the culture of racism.
The racism is communicated by both overt techniques – the blatant comparison of Mrs. Obama to a poisonous creature, for example, and semi-covert techniques – pointing out that the spiders have a very wide backside (compounding the racism with bold, underlined type), and unnecessarily emphasizing that the spider is Black.
That such a scary creature will now reside in the White House – and that’s apparently an alarming thing to the senders – uses the covert language of fear, under the lame cover of “humor” - to spread its racism.
There is more symbolism in the email, but I’ll leave that to readers to find. But don’t get me started on how offensive it is to include a child in the photo.
Let’s all remember that the English language uses the color black to indicate evil intent – the Black Knight, black-hatted cowboys, for example, and white to indicate moral purity and lack of evil intent – angels are white, brides wear white and so forth. There are hundreds of examples of this symbolism in language.
I called Rule for comment, and Canyon County communications officer Angie Sillonis called back with this statement from him: “I found the red marking on the dress shown in the email very similar to that of a black widow spider, and that made it humorous to me. If that has offended anyone, I sincerely apologize, and all concerned parties can be assured that I will not use a county computer to forward emails that are not directly related to county business.”
I asked to speak with Rule directly so I could ask follow-up questions, but he has not responded.
Rule’s intent may be good, but his statement qualifies as a non-apology apology. That he is still willing to say he found the email funny indicates he doesn’t get it. That he doesn’t say, “I shouldn’t have sent that racist email, and I hurt people, and I am sorry I added to the problem of racism in Idaho and I’ve learned a lesson” instead of the common dodge of “if that has offended anyone” is disappointing.
The real symbolism of a black widow spider concerns its behavior of killing and eating its mate, and the email implies Michelle Obama would follow the spider’s example.
I have a feeling that’s not what was meant.
This latest example of racist language and behavior in Idaho - and from an elected official, no less - is more than embarrassing. It’s outrageous and beyond. I don’t like living in a place where these things are swept under the rug, or excused as “humor”, and I especially hate it when negative responses are described as “overreacting.” I don’t like telling people I live here. That has been taken away by yet another prejudiced Idahoan. It’s not as important as more hurt piled on to minorities, but it is another reason to be indignant.
The insidious labeling of anyone not white, conservative and religious as The Other is a plague spread by ignorant people with closed minds and hearts.
Where is the leadership from elected officials? Where is the expression “this is unacceptable” coming from the lips of the mayors in Canyon County, or from Gov. Otter?
Since it isn’t coming from them, it will have to come from us.

For starters, Michelle Obama is not a politician, and I doubt she has ever really done anything to deserve the kind of nasty, hateful stuff contained in that email. Secondly, I have never seen an email criticizing George Bush of Sarah Palin or John McCain for being white.
Palin & Bush have both caught a lot of flack for incompetence & corruption, criticisms that are justified and fair and about choices they made as executives (eg., invading Iraq, lettling New Orleans drown, Troopergate, making women in Wasilla AK pay for rape kits). Michelle Obama isn't an executive, she's married to guy who has yet to START being president, and the offensive email really crosses the line.
I also believe that they think those of us who have moved on to being more tolerant and inclusive in our way of thinking about our fellow human beings are just wusses. So apologizing would mean wussing out, and that of course, is not going to happen is it? Especially not in uber-macho Idaho.
But of course the point is that this particular elected official is using public funds to send these hateful emails. Your tax dollars at work? Are you happy with that?

Why these days only 90% or so of the House and Senate is white males, and only 40 some of the last Presidents. I doubt many Free Republic members are black, what with all the hate and intolerance over there.

Let me get this straight. This guy got a tacky email, apparently made a poor judgment (thinking it was funny or witty?) and forwarded it on to some colleagues? And Ms. Kuraitis is making a federal case of it?
I don't believe I know anybody with email, who hasn't forwarded on a message that might be deemed tasteless, or tacky, or politically incorrect. I'm certainly in no position to cast stones. It's not like the message originated in Mr. Rule's brain. It takes about 2 seconds to forward an email on, and it's a "no brainer." Unless he has demonstrated a pattern of being hung-up on race, why don't we give Mr. Rule a pass this time?

When we need to demand more from our leaders just to get them to become average, humdrum, unnoticeable public servants, we have a problem. Wonder why our roads don't get fixed? Wonder why we actually teach children in schools that still have asbestos in them? This is why.

With racial tensions as high as they are at this point, Rule made an incredibly stupid mistake. With the Republican party being widely known as the Party of the KKK, doing anything with any sort of racial overtone, no matter how slight, is just poor judgment.

Frankly, if the word "black" hadn't been included in the message Mr. Rule forwarded (but did NOT author), the issue of race would be totally inferential. It could've been a tacky description of Hillary, or Sarah Palin, or whoever happened to be wearing the "black widow" dress.

As a child, I remember an adult would occasionally say "I think there was a (forgive the expression) "nigger in the woodpile" if a child was darker skinned than his or her parents. Google "nigger in the woodpile"--it has a couple of meanings, but the expression itself is clearly racist and it was not by accident that it was included in that email.
Of course it was wrong to forward it. Far worse, though, is the ease with which people accept and send messages that continue this long history. I hate to say it and I hate to think it, but some people will ALWAYS be this way---and, as you'll see on this message board, they are proud of it.

I get a kick out of people being "proud" to be white. Nothing says go-getter like hanging your hat on personal qualities that you had no part in bringing about.

(Other folks on this thread are even MORE specific - you have to be white, male, and Republican! hahaha)
But the point about it being a white, male Republican (aren't almost all of them?) is that the Republican party is known for accepting and welcoming racists into their folds, and that white-supremacist groups tend to vote for Republicans. If the Republican party wants to change that image, then they need to be extra careful, because it will be much easier to label Republicans as racists with much less evidence than it would take someone else to be labeled.
And anyone can be a racist. However, the majority doesn't need to have White Entertainment TV or Miss White America, as we dominate the population and the airwaves already. Allowing others to have group identifiers is considered a "fair go" system to encourage minorities to build communities and ties that will eventually move all of society forward. As well, minorities need lobbying power, majorities don't. At least that is true in our representative system, and makes a capitalist economic system (which we don't really have) more fair and equitable.
Perhaps you lack the perspective to understand this issue and you should stop now before you say something really offensive?
I am NO apologist for the Republicans, and am NOT a Republican, but I'm confident they would reject your assertion that they "welcome racists into their folds," any more than Democrats. (All just want your vote; they don't care what brought you thru the door, and don't make you take a "partisan purity quiz" before you're accepted.)
We must be vigilant for racism, and we all have the right to call it when we see it. HOWEVER, on the other hand, I worry about a politically correct world populated by chronically-offended and outraged citizens. And I reject the philosophy that the only ones who should be called out are the majority, and the minorities all get a pass on account of their minority standing.

I didn't say the minority can't be racist. I don't consider it racist to build minority communities, lobbying power or even capitalist ventures, such as the search engine you brought up.
But I also think people should be wary of those that believe, somehow, that "chronically-offended and outraged citizens" can be discounted offhand. Heck, look at the press following Bryan Fischer gets, and he's the most chronically offended person in Idaho. He still has a few valid concerns, and sometimes those concerns do go all the way to the top.
And your "partisan purity quiz" is pretty funny, considering there have been quite a few of those at Bush appearances, as well as recent campaign events. Strangely enough, I haven't heard of the Democrats doing it, though.
A majority that continues to hold wealth and influence in significant percentages has very little to complain about, though. Systematic racism, which is what we see here with the Rule email, is the danger and is the topic.
Good thing McNabb was only given a high quarterback rating because he's black, right? I suppose you were just as ready to excuse Rush with that comment, at the time, as you are with trying to excuse Rule's email.
If you can't grasp that that email contains several veiled references to racial stereotypes, I don't think the problem is the people calling racist, but those that are knee-jerk reacting to defend the actions. If this had been sent out on his private email, there is a good chance that he would have received a small slap on the wrist and a stern talking to, but this became much more egregious when it turned out to be from his State owned computer.
And, do you want to live in a "civilized" country where there are laws against certain "kinds of hate-speech"? Frankly, that notion scares me. I prefer First Amendment Land, and understand that I'll occasionally hear something that I disagree with, in exchange for my right to freely express my own opinion.
If you don't understand that hate speech is that which endangers others as a class, but redefine it as speech that "offends", then you really don't have the capacity to be in this discussion.

But come on, most TV channels ARE de facto "white" TV channels already. And how many times has a non-white won the Miss America pageant? For most of the history of the US, everything has been de facto "white." Remember Jackie Robinson? Major League Baseball was the "white" league until he integrated it in the face of death threats. Remember Hank Aaron breaking Babe Ruth's home run record? A lot of people thought that should remain a "white" record, even though Hank broke that record fair & square.
[As an aside, for those of you who can't seem to understand why Rule and others are getting beat up over a little bit of "humor" about blacks: recall the famous photo of Hank Aaron as he rounded the bases after breaking the Bambino's record. His dear mother is running out on to the field; she has her arms outstretched in what looks like the prelude to an ecstatic embrace. Know what was really going on? There had been so many death threats, his mother thought Hank Aaron was going to get shot on the diamond, and had her arms out to shield him.
I'm not black, but is it so hard to understand how that kind of fear has been so much a part of the lives of black Americans??? You may say, oh, it's a harmless little joke, but that kind of race-based "joking" can, for many, be a step toward de-humanizing our black brothers and sisters. Once de-humanized, it's a lot easier to keep mistreating someone.]
Is it ok for blacks to make jokes about whites? I don't really mind, and I see a big distinction there. First off, it's only fairly recently that blacks could push back in a playful way like that, out in the open, without getting lynched. In an odd way, I am pleased that we have made that kind of progress -- that their lives aren't marked by fear and unfairness to the extent they might have been once (see MLK's "Letter from Birmingham Jail" for an eleoquent testament to what things were like just within my lifetime).
Second, black humor about whites is not really tied into an ugly legacy of dehumanization that led to violence and murder. White "humor" about blacks is. There is NOTHING to celebrate about that legacy -- we need to actively condemn anything that leads us back in the direction of de-humanizing our black fellow Americans. That includes supposedly "harmless" email humor about Michelle Obama.

As to the case in question: Yes, it is stupid, inappropriate, and insensitive to forward such an email and answer criticism with a non-apology, but is this really such a big deal? It would be bigger if he had authored the email, but nobody ever claimed that. And government resources? I estimate that the cost of one email is probably less than the cost of breaking a pencil.
I say we should concentrate on racism that has real damaging effects instead, like racism in the judicial system (incarceration rates / death penalty), attacks against affirmative action in college admissions, the Indian Trust scandal etc. Yeah, it is fun to bash stupid Republicans over idiotic emails, and it might even be important to the residents of Canyon County, but why did this become national news? If Keith Olbermann thinks that this qualifies Rule as the 3rd-worst person in the world, Olbermann only proves that he is the Democratic equivalent of Sean Hannity, an annoying partisan propagandist.
Ummm, yeah, about that.. If you want to define Republican = Conservative and Democrat = Liberal (approximations, to be sure), then you also need to be aware that pre-1940's the Republican party was pro-civil rights and the Democrat party was anti-equality. The parties basically switched sides based upon the civil rights movement, with most Southern Democrats switching parties. So in a way you are kinda correct, Lukas, but still pretty far off the mark. I suppose you might want to bring up Byrd, now, but if you do, I'm sure I can find lots of things to humiliate that claim.
Why is this such a big deal? Are you not from around here? Do you not remember Richard Butler and his merry band? Perhaps you might take a look around and see if the racial makeup of Idaho seems a little, oh, white? This state's tourism and image was tarnished for a very long time and still hasn't overcome the damage that supremacist groups did. We just got rid of Sali, luckily before he had a chance to go all white and mighty on the Congress floor, we don't need more attention to the dirty past.
Your claim that everyone suddenly switched parties after the success of the Civil Rights Movement is at least dubious. Do you have any source for this claim? Most of the Southern Dixiecrats stayed in the Senate as Democrats long after they tried to stop civil rights legislation in the 50s and 60s. E.g., of the 19 Democratic Senators who signed the Southern Manifesto in 1956, only Strom Thurmond left the Democratic party after 1964. Many of the others were Democratic members of the Senate well into the 70s and 80s.

It is my opinion the elections after 1964 have followed the Republicanization of the solid south.
Carter for four years in 1976.
Clinton for eight years in 1992.
But in 1994 the congress followed Newty's contract with America.
Now we'll see how Obama's presidency goes...

My point was exactly that this is not true for US Senators. The majority of Dixiecrats in the Senate did not switch parties. I don't want to bore your with a list of names, but you can look it up yourself. If you don't trust Wikipedia, check the source of your choice. Nixon's strategy was to woo Southern voters, and I think he largely succeeded based on racism. This doesn't mean that all the racists suddenly left the Democratic Party, and I haven't been able to find any indication that elected representatives switched parties in large numbers. Question is: Where does a hate crime begin, and where does it end. This is especially alarming in Mifflin County, PA because the gesture of sending out this disgusting garbage reflects on the treatment of African Americans by our entire police department. Just weeks prior to this, this gang of cops and their board of directors (many related to the cops in some form - conflict of interest) fired one of the most outstanding Chief's we ever had, and refuse to reveal to the public why?
This is on heck of a corrupt county.
