Rural Growth, Climate and the Wildland-Urban Interface

The wildfire issue is a pressing one in the New West. Fire seasons are getting longer and drier by the year, fires are more severe, and, to top it off, the modern western migration is bringing an unprecedented influx of homes into the wildland-urban interface (WUI).

As wildland fire suppression operations increasingly consume dwindling Forest Service budgets and taxpayers grow ever wearier of footing the pricey bill of defending homes in the WUI, the onus for preparation and protection is increasingly falling on homeowners and local communities.

In 2006, interested parties from the public and private sector gathered in Helena at the Montana Communities and Wildfire Conference to begin a new discussion on the WUI and the West’s changing fire seasons. According to organizers, participants expressed overwhelming support for the formation of a non-governmental non-profit to perform public education, outreach and on-the-ground assistance in wildfire mitigation in the WUI. The result is FireSafe Montana, which held its first annual conference in Bozeman this week.

Climate Change Impacts More Than Glacier’s Glaciers

Thanks to a changing climate, not only may Glacier National Park need a new name, but eventually a new mascot. The park’s iconic mountain goats are already feeling the impacts of climate change, said Dan Fagre, a research ecologist for the U.S. Geological Survey’s Northern Rocky Mountain Science Center in Glacier National Park.

“This is ironic because the mountain goat is the icon of Glacier National Park,” Fagre told a mixed crowd of students and community members at the University of Montana Tuesday night.

Mountain goats are not the only species impacted by a changing climate. Rising temperatures and altered precipitation patterns will provide some species opportunity expand their range, while others will shrink or die out altogether.

Firefighters are continuing mop-up operations of the Forest Grove Fire and they expect to have the fire contained later today. The fire has not spread outside of its perimeter except for some spotting over the last few days, and crews have been successful in containing those spots. The fire remains at 300 acres. Mop-up will include looking for hot spots and extinguishing them inside the perimeter of the fire.

Crews have already mopped-up within 100 feet inside the perimeter of the fire and have laid hose line on some portions of the fire perimeter to douse hot spots and respond to spotting as needed. Cooler temperatures have aided firefighters over the last several days. The fire started Sunday afternoon and quickly spread in timber and slash. Crews and dozer operators worked through the night to build fire line and by Monday the entire perimeter was lined. The cause of the fire is undetermined.

The fire is near the Quartz Flat Campground off of Interstate 90, about 25 miles southeast of St. Regis. There are no structures threatened by the fire and a Type III organization from the Lolo National Forest is managing the fire. Traffic on Interstate 90 is not restricted because of the fire, though the Forest Grove boat launch near interstate 90 is closed for public safety.

Resources currently on the fire include:
Four crews (including two Type I crews)
One dozer
Six engines

WHAT’S NEW & EVENTS:
Incident Commander Mike Wiederhold (Type 3 team) assumed command of the fire yesterday, with tasks focusing on suppression and rehabilitation. Mop-up activities continued simultaneously as “Rehab” (rehabilitation) crews began softening the impacts of dozer lines and internal control lines constructed during suppression efforts. Rehab efforts include pulling back berms and debris accumulations created by dozer activity. Rehab will also assist in reducing erosion concerns, helping the land to heal more quickly following impacts of the fire. Plans to seed areas with native grasses will also assist with long term succession and new growth in affected areas.

The fire continues to be patrolled, and monitored daily from the air. Yesterday, some areas were noted with moderate fire behavior within the interior of the fire with some single tree torching.

Team Safety Officer George Pozzuto suggested reminding anyone entering the fire closure area that it should be for official business, and all personal protective clothing (nomex and hard hats) should be worn. This is not the time to become complacent as the fire area is still hazardous with unstable trees, damaged roads, fire traffic and missing signs. At this time, the general public is not allowed in the closure area due to safety concerns.

More information on a revised closure area (allowing limited areas of additional access) will be available soon. The current fire area closure will be in effect until that time.

Thanks to the community of Seeley Lake for your ongoing support during this incident.

JOCKO LAKES FIRE STATUS: Yesterday, crews gridded and patrolled along the western perimeter. An unlined portion of that perimeter continues to be checked with helicopter water bucket drops due to firefighter safety concerns. Rehabilitation of interior dozer lines continued using two rehab groups. Some residual heat remains in the interior portions of the fire. Full containment of the fire is expected October 1, 2007.

FIRE FACTS: Started: August 3, 2007; Cause: Lightning; Location: 8 miles west of Seeley Lake; Resources: 5 hand crews, 2 helicopters, 13 engines, 4 dozers, 4 water tenders, 1 camp crew, and 178 overhead.

SAFETY CONCERNS: Steep terrain, snags, bears.

WEATHER: Upper level low pressure began moving out of southern Idaho yesterday which will keep cool and unsettled weather over the fire for midweek. Outlook for later in the week is for a northwest flow which will bring a period of cool but mainly dry weather.

Fire crews will continue to look for hot spots today on the Forest Grove Fire and improve fire line if needed. The fire has not spread since Monday, when crews finished establishing fire line around the entire perimeter of the fire. The fire is 300 acres and 40 percent contained.

Fire activity was minimal yesterday and no aircraft were needed to suppress the fire. Crews did place hose line on some portions of the fire perimeter to douse hot spots and respond to spotting as needed. Cooler temperatures are expected to aid firefighters over the next several days.

Two dozers
Seven engines
